Application for the Early Permanence Quality Mark
The Early Permanence Quality Mark is open to Local Authority Adoption Services, Voluntary Adoption Agencies, RAAs and agency partnerships.
Award of the quality mark is based on a set of descriptors informed by sector champions for early permanence.
About the application process
To begin your Quality Mark application, the first step is to Register to Apply.
Once you’ve registered, you will be taken step by step through each section of the online application. There are seven sections, one corresponding to each of the seven Quality Mark Descriptors. You can pause and save each section as you go along, and you don’t have to complete the application in one go.
The descriptors are not prescriptive or intended as a checklist, more a dynamic tool enabling you to present information for the quality mark reflecting local initiatives, cultures of practice, innovation and delivery strategies and systems. The process does not aim to replicate the statutory and regulatory standards that will already underpin what you do and how you carry out your agency functions.
In considering your evidence for the Quality Mark, remember to:
- be specific about the range of early permanence services
- tailor your application to your expertise and remit
- include successful partnerships and initiatives, for example Early Permanence recruitment initiatives, carer preparation, work with birth parents, contact facilitation and support.
The application process is designed to be compliant with the GDPR, read more about the Early Permanence Quality Mark and the GDPR here. At no point in the application process are you asked to reveal names or identities of children, adopters or others using the services. In this respect all data and case scenarios or studies you wish to include in your application should be anonymised in keeping with legal requirements.
No information will be forwarded to Early Permanence until you click the final Submit button at the end of the application process. You will have the opportunity to go back and review your progress at each stage.
Next Steps
Once you submit your application, it will be considered by a team of independent experts in adoption services. We will confirm receipt of your application and the fee. The standard application fee is £750 per agency. Click here for charging scales.

The first step in the application process is to register. Please complete and submit the registration form below. On submission, you will be sent an email from wordpress@quality-mark.earlypermanence.co.uk containing an account activation link. It may help to add this email address to your contacts before submission. If you do not receive the activation email, please check your junk mail. Click on the link to activate your account. You will be redirected to the User login page and from there to the Quality Mark application form.
